Un simple discours &amp;amp;ldquo;conforme a la directive europeenne&amp;amp;rdquo; ne suffit pas : les acheteurs veulent savoir si l&amp;amp;rsquo;editeur comprend &amp;lt;strong&amp;gt;la Loi Waserman&amp;lt;/strong&amp;gt;, si &amp;lt;strong&amp;gt;Sapin II&amp;lt;/strong&amp;gt; reste dans le perimetre pour les grandes organisations, et si le produit tient la route dans un cycle d&amp;amp;rsquo;achat francais.&amp;lt;/p&amp;gt;
&amp;lt;p&amp;gt;Cette edition combine donc deux couches :&amp;lt;/p&amp;gt;
&amp;lt;ul&amp;gt;
&amp;lt;li&amp;gt;le &amp;lt;strong&amp;gt;barème de base sur 50 points&amp;lt;/strong&amp;gt;, agnostique au pays, qui mesure la qualite produit, la posture securite, la transparence tarifaire et la profondeur workflow ;&amp;lt;/li&amp;gt;
&amp;lt;li&amp;gt;le &amp;lt;strong&amp;gt;modificateur France sur 8 points&amp;lt;/strong&amp;gt;, qui recompense le cadrage explicite Waserman / Sapin II, l&amp;amp;rsquo;UI en francais et, quand elle est publiee clairement, une option de residence des donnees en France.&amp;lt;/li&amp;gt;
&amp;lt;/ul&amp;gt;

&amp;lt;li&amp;gt;the &amp;lt;strong&amp;gt;50-point base rubric&amp;lt;/strong&amp;gt;, which is country-agnostic and measures product quality, security posture, pricing transparency, and workflow depth;&amp;lt;/li&amp;gt;
&amp;lt;li&amp;gt;the &amp;lt;strong&amp;gt;8-point France modifier&amp;lt;/strong&amp;gt;, which rewards explicit Waserman / Sapin II framing, French-language UI, and France-specific residency where it is publicly offered.&amp;lt;/li&amp;gt;
